The Palace of the Parliament is the kind of building that stops you cold — not because it's beautiful in any conventional sense, but because its sheer scale demands a reckoning. Completed in 1997 after more than a decade of construction under Nicolae Ceaușescu's orders, it is the second-largest administrative building in the world by floor area, surpassed only by the Pentagon.
